No he wasn't. He hedged everywhere and played victim at the end. "Why's everyone picking on me?! You're the real monsters!" He also has that controlling passive aggressive thing where he always has to get the last word.

I think season 2 would've followed the freaks and geeks intermingling with other groups. They pretty heavily set up Bill to go out for sports, so I don't think a relationship with Vicky would be out of the question.

I actually really love that movie and him in it. I even liked Shannyn Sossamen in it, and I hate Shannyn Sossamen. His evil, shiteating grin as he walks through a party is just so iconic.
They make a long joke about it in the pilot. The main character, on meeting Grey, keeps harping on how she looks so different from her movies. She gets frustrated and yells "NOSE JOB!" It's funnier than how I just explained it.
