Hell, I wonder if it took Dominion engineers to take what possibly was a pirate weapon, something for Breen privateers to use to prey on vulnerable shipping, and scale it up into the 'Breen weapon' we see, into something that could take down full-scale warships.

But the raid on Earth and Second Chin'Toka are the last Dominion offensives mentioned on-screen.
In retrospect, it comes off as a one-off raid, part of the Dominion attempting to make their new Breen members seem imposing and terrifying… but without the capability to follow it up.
Sir, are you actually a Breen under that suit, or are you a changeling infiltrator?

I like how his rebellion teaches Damar that no, Cardassia can't be a people that goes back to imperialism if it's going to survive… and that ultimately, it won't be the military Damar takes such pride in, but the Cardassian people who save themselves.
The Obsidian Order and the Tal Shiar, due to the nature of the states they support, are at once intelligence services *and* secret police - they have both external *and* internal threats to the established order to investigate. Starfleet Intelligence and S31 are able to focus on external threats for the most part.

STO and the novels went different ways. DS9's still the old Cardassian-designed space station it always was in Star Trek Online, and the Klingons are a lot less friendly with the Feds in STO. (They're at war… sorta).
