Internal trade? I think the Karemma (who showed up a few times before the Dominion War broke out in earnest) seemed to handle commerce. For that matter, I occasionally got the sense that the Dominion is pretty tolerant of members running their own internal affairs… so long as they obey when the Vorta come calling.
