I got the impression that Harrow did those killings on his own.  He's clearly very broken up about the loss of Angela, who Manny killed, and the effect it will have on her son.

In other news, I loved the scene with Andy in the classroom and the story of Elisha getting the bears to maul children.  That is an amazingly weird Biblical story and it was played perfectly for humor here.
