Veep is my favourite comedy on TV and I agree that characterization isn't its strong suit. Last season even ended with a joke about a burnout and a sellout (paraphrasing) and it cut to Dan and Mike. Gary is even playing a similar bumbling idiot as he did on Arrested Development.

In the first season they made it clear that Helena wasn't acting with any agency, she was being tortured and held captive by that weirdo.
Both sides are crazy, but I think that the Dyad Institute is using Cosima's failing health and aspirations for greatness to persuade or manipulate her to their side. As much as I love her, it wouldn't hurt to give her some character development.

I'd still like an answer to your question about leaving one's skeleton to a family member. I assume it would be allowed since it's our body, but there might be an issue with getting your skeleton prepared for home use.
