I think that the bullying line was key, because I interpreted it as Abed essentially viewing anyone who imposes consequences on him as a bully. Duncan was a bully in Abed's Uncontrollable Christmas because he didn't indulge his fantasy; Annie was a bully in the dreamatorium because she didn't indulge his fantasies
