I think "will-call only" is an attempt to thwart scalpers. If the actual purchaser needs to show up at the box office with ID, you can't just scoop up a bunch and put them on ebay (unless you actually go to the venue with your scalpee to pick up the tickets).

I'm re-watching Season 10 now and it's surprisingly good up until a few episodes in the latter half of the season where things start to go off-the-rails wacky (which Season 11 would continue and take to unfortunate new heights). It's a step down from 2-9, but I'd definitely rank it above 1.
