You don't mean literal magic, right?  I see them less as MacGuffins and more as plot devices. If we're going to accept the show as a series of adventures, then the pendants are goals for our heroes.

Yeah, I think with steam-power and a room full of machine tools, you could knock out scads of rifles at least. (Just remember to build more machine tools first!) And ammo shouldn't be an issue, so long as the raw materials are available.
