I think it's a lot more consistent and enjoyable than Begins or Dark Knight.

Begins and Dark Knight both have huge third act problems, especially Begins which (quite literally) goes completely off the rails and just becomes bonkers. It's pretty noticeable. This AKOM episode wasn't so bad, but some of their other efforts really stand out as being abysmal.

I think it's debatable whether he's sane or not, but he's definitely not CRIMINALLY insane, like the kind of people that would need to be in Arkham. Joker and Two Face would be dangerous to put in general population, someone like Penguin wouldn't.
