I think I love Clock King's voice acting for the same reason that I loved Paul Williams' Penguin. To them, Batman is an interloper, not the focus of their insanity or schemes, and they both carried off that arrogant "How DARE you!" annoyance so well.

This version was actually my favorite of the three designs. It wasn't as scary looking as the TNBA version, but it had a lot more character. I liked Crane more as a borderline spastic egomaniac than as an almost motionless killer.
I think Croc sort of had the reverse problem they had with Riddler. While it's too difficult to write a really clever Riddler episode, there's just not that much to do with a hulking brute beyond "He punches Batman. Really hard."

BTAS Gotham has always been sort of a retro futurist hodgepodge of high tech and old timey nonsense. Part of what gave the series its appeal.

One thing I never realized until Batman : The Brave and the Bold had him in an episode, but Dr. Milo is actually a Batman villain from way back in the comics. I always thought they just made him up for the animated series.
