It seems to me that he might prove to be some sort of ally to Gordon. That smug asshole's snide "war hero" comment to Modine, who was wearing a military uniform and medals, makes me think this will be another subplot.

Catwoman in the comics does a lot of wheeling and dealing, playing parties against one another and using blackmail and such.  I'm sure Nolan's Cathawayman will be more than just a bunch of cartwheels in leather.
