For me returning to the Shire brings the story back to a human/hobbit (teehee!) scale.  I suppose once the big battle scenes are set up, it is economically better to use as much footage as possible.  Personally I thought Two Towers used the big scenes well, and Return of the King just seemed to go on and on.

Loved LOTR but sure missed the wrap-up as well.  THOSE POOR HOBBITS NEVER REALLY GOT HOME!  Defeating Sharkey and his henchmen brought the thing full circle, showing, in particular, a sadder but wiser Merry and Pippen kicking ass.
