I think they made it as believable as they could: Collins isn't FBI, he's Office of International Affairs (who deal with the Attorney General and senior DOJ officials, an OIA attorney is general counsel to the U.S. Interpol office — I can buy that Interpol would care about someone convicted of bond forgery).
