Based on what we've seen from Quantico so far, I wouldn't be shocked if Simon and the director are actually agents of another intelligence agency, American or otherwise. Hell, they could be KGB and actually behind the attack.

The actual adventure was very boring with a lot of talk and set-up to go and find a mushroom. But at least Jane Espenson had a lot of fun writing the script.
