To echo others, I would say episodes 6 and 7 are good early procedural episodes. The serialized ones are incredible but the show really grows as a procedural as well.

It's completely inconsistent, but Homeland did bring its game back hard for season 4 after an uneven season 2 and terrible season 3. At least the trend isn't just downwards all the time.
