They have, but not by a character saying he or she lives in Colorado. There's been acknowledgement of it by, weirdly, the show's characters' Twitter accounts.
The storytelling has also been much stronger than it was last season. I could draw you a chart, but then I'd have to rewatch some of season four.

I do not think downvoting is a big deal, but, then, I'm used to commenters being dicks to my face, so anonymity is an improvement.
The ratings drop was precipitous enough between seasons as to suggest the audience was tuning out. Obviously, the NBC of the time had enough problem areas that it was ultimately a good call for renewal (commercially, not just creatively), but the trend established in that season continued throughout the series' run.
