Agreed.  Garak did some serious shit in his Obsidian Order days and we're seeing that part of him here.  He was conflicted when he was foreced to torture Odo, but this is him in full-on no remorse mode.

Nicely put.  Garak is always trying to figure out his enemies and allies (esPECially the allies) so he can figure out how to manipulate them if needed.  He's learned from this that he won't be able to mess with O'Brien the way he might Bashir or Worf and would just have to straight-up take him out.

It's like the raiders in season one of Babylon 5.  You look back at that and can't quite believe they were the main baddies for a while.
