It may be a slap in the face to fans and there may be a backlash, but they would do it if they thought there was money in the idea. Gwen may seem like a character who cannot be revived, but nothing is written in stone.

Right up until they decide to revive her. Like in House of M. Bucky Barnes and Barry Allen were once permanently dead, now they're not. It could happen to Gwen, very easily.

I always remember poor Cloud 9, who only wanted to use her flying powers to fly. She dutifully registered and was turned into a sniper, forced to kill at the behest of the government. The rationale was that flyers need to be licensed. The reality was any superhuman would become the governments military pawn.
Precisely. Cap's position is always the correct one. Millar wanted to write a story where Cap was wrong, but didn't tell any of the other writers that. Hence, a lot of confusing characterization.
It's a pretty good adaptation of Bad Day on the Moon as I recall. May have to break out the old DVD's.

That drove me goddamn nuts! Everyone was talking about how good Hush was and didn't seem to notice it was the same story again! At least Dark Victory was a sequel.
