DCAU Luthor is fantastic. movie Luthor less so (haven't seen the new one, but I'm assuming it's not as good as the DCAU one)
I think his best villain is probably Brainiac, I'm really surprised they haven't used him. The other one is Darkseid, but that involves a lot of world building
