Seriously, this show becomes more interesting when the power dynamics of the social group shift or change. Too often everyone acts according to their "place" in the group, when it's so much more interesting to see them negotiating their own way.
Yeah. The last episodes of ATLA reconciled Aang's pacifism with his obligations as avatar. Korra's lack of spiritual understanding was rectified by her punching things as a giant blue person.
The problem is that his propaganda based terror wasn't at all believable. Raiko wasn't moved at all by the propaganda, and thus this resolution relied on the mook being a weak-minded fool as opposed to Varrick having access to anyone trusted or known for being competent.

All of Korra's character development was basically rounded up into an overly explicit "be yourself" speech, which is weird, because that's kind of the one thing she was really good at, and because personal growth isn't usually instantly triggered by expository speeches.
I really wish I shared what seems to be the consensus opinion here.
