Catholicism has a "local" doctrine which basically gives the Priest the authority to rule on matters for his congregation. Now obviously this can get immediately overruled by the Pope, a bishop, etc, but until it does the Priest is, technically, the authority.

That Tower Records is great.  I've only been there once, but when I was there it had a Fatboy Slim compilation on its listening station, and I just stood there listening to the entire thing, pretending it was the '90s.
