Dijonase hits the nail on the head- it was pretty hand-wavey but it was enough of an excuse to let me ignore all that and focus on the crime and moral dilemma aspects that Baramos talks about. So overall I still think it was (relatively) plausible, whereas I don't think that killer croc and clayface could have been.

I had always assumed that they were just transporting the device to the center so that they could set it up there, or that as soon as it got close enough to the center the laser could do its thing and vaporise the reservoir (or whatever was under Wayne tower).

You assume that the device emits microwaves equally in all directions. I got the impression that they installed it in the pipe, so it was probably acting more like a microwave laser.

Yeah, although it would be interesting to know what grade it would get simply as a first impression, without knowing that Kiarostami is probably up to more than than meets the eye. Judging from the tone of the review I'd guess a C or a D?
