It's not quite there yet. But it has potential. Most of all though it has the potential to be a fun comic, which if the new Batgirl is any indication, the fun and excitement might stick around some of these characters for a while (and it builds nicely off the Kyle Higgins Nightwing).

I think "Nick Fury" Steranko-esque is the best way to describe the first episode (and hopefully the series). It's vibrant and colorful which suits Dick's personaility. The first issue's train scene reminded me a little of NBC's Chuck too.

Aside from, as Pixie points out, Lex Luthor, I believe most people assume Bruce Wayne is just bankrolling Batman through Batman Inc. It wouldn't be too hard to grasp that the ward of the guy providing the money/tech for Batman would decide to join up.

Just Teenage Mutant Ninja Turtles #36 (the Eastman version not the Nickelodeon one) for me. I love love this series. It seamlessly blends 25 years of Turtle stories into a single continuity, piecing together and blending characters, ideas, and characterizations into a very good story.
