Where does this stat come from? The RAINN stats you posted elsewhere indicate only that 8 of every 100 rapes gets prosecuted and that out of those 8 prosecutions you get 4 convictions. If you are equating failure to convict as the same as false allegations, then by that stat 50% of prosecuted cases are false.
