This is the problem with not showing a bunch of named Lords on the show. You get the impression that the north is all Boltons, Starks, Karstarks and Umbers. Roose Bolton has to maintain control over a lot of different houses, the Cerwyns, the Tallharts, the Glovers, the Mormonts, the Reeds, the various mountain clans:

Ned Stark was a dead man walking. Littlefinger tried to save him, he really did. But when it became apparent Ned was going to throw his life away, Littlefinger isn't one to throw away an opportunity to gain influence and power.

The books end with Littlefinger climbing a pile of bones to sit atop the Iron Throne, with his creepy, vengeful wife Sansa manipulating a dynasty into being that lasts for centuries. Meanwhile all of his financial schemes will leave the crown deeply in debt for years to come.
