He said on a recent Harmontown that he is essentially head writer of Rick and Morty season 2, while Justin Roiland does most of the production stuff and the super crazy out-there ideas.

I'm pretty sure the point of that was that they weren't actually teachers. I watched it a while ago, but I remember one of the politicians saying they couldn't get enough teachers to protest at such sort notice, so they should instead find random people.
