I feel it was more an experiment, an exercise in style, and subverting people's expectations of what a 'Miami Vice' film could/should be, than an attempt to tell any kind of compelling or interesting story.

Yeah, he's a loud, narcissistic asshole in interviews and press. And apparently on the downlow. But a good enough actor that he's tolerable when he tones it down in Django or Collateral.
Michael Mann is one of my favourite filmmakers (Heat + The Insider = lifetime pass) but this one was an absolute borefest. Shapeless, storyless and shallow.
