Jim Gordon's approach to conflict resolution is introducing himself and asking for the other guys name. He does that with the pill addict in the GCPD and with Bruce Wayne^^

I wouldn't go so far as to compare Stromberg to Harald Schmidt.
Strombergs mainly uses "Fremdschamen", which I personally cannot stand and also think is a very unsubtle form of comedy. But you are partly right, it (sadly) has become part of the German humor, with way too many shows using it.
