I agree, and Bryke just said in a WSJ interview that they have more room for moral ambiguity with the Equalists because Korra is targeted to an older audience. They said "it won't be The Wire," but the fact that they even felt the need to invoke The Wire in comparison makes me hopeful.
There is also an interesting article with Sifu Kisu, the show's martial arts consultant, liked to Bryan Konietzko's tumblr. A lot of it was Greek to me, but it's interesting to see how well thought-out the different styles are and where they took those styles with the new show.
