Times like this I might want to follow Target back across the border. It's surprising how many American companies fail to realize Canada is not the 51st state.

No. They thought Book 1 was all Korra would be so they paired her with someone. They decided to break them up in Book 2. Korrasami emerged while writing Books 3 & 4.

I don't know if it was forced. They probably felt they had to get Korra together with someone because they thought Book 1 would just be one miniseries so she had to have someone. they decided they wee going to break up Korra/Mako in Book 2, Korrasami started in Book 3/4's writing process.
