I think the reduced order is already addressed with the 22 down to 18. As I recall, Fox wanted to move the show out of the coveted post-Simpsons slot, where it was costing the network ad revenue, to a less prestigious time, when lower ratings wouldn't matter as much — similar to what Fox did with FRINGE.
