Yes in season one it was. Season one had at least three great episodes: "Diversity Day", "Basketball", "Hot Girl". That's half the episodes. The rest are all really good.

Definitely. Season 5 took a little while to grow on me (as did season 4 before it), but I now consider it the definitive last "great" season of "The Office."
