I love all the scenes where he follows the terrorist to some warehouse/factory/apartment building, meets up with local PD, and they all split up so the terrorist can kill them one by one so we don't get upset when Jack tortures the hell out of them.

I thought it was a wire too, and then when he first puts the cigarette in his mouth the cops bust in seemed to confirm it. Then they have the exact same meeting right after, and I'm thinking, "Oh I see, he's trying to show them that the Marshals are watching him closely and will know if he gets killed in that room".
