What's confusing? She was being held as insurance so that Tyrion didn't have Joffrey killed during the invasion, as Cersei in her paranoia believed he intended. After the invasion failed there was no more reason to hold her captive. 
I suppose Cersei could've had her killed then, but it'd be dumb to piss off Tyrion

In fairness to the producers you can see why they went that way. Hawaii was the most popular season since San Francisco and Vegas was the most popular season since Hawaii.
It really is what the audience wanted.

They missed the boat by about 30 years. South Boston was indeed one of the bigotry capitols of America (though I don't recall any Nazi presence) all the way through the mid-90s, but it's become progressively more black, Latino and gay over the last decade with little-to-no backlash.
