I had the same conflicting interpretations with my brother, with me on the cycle is broken end and him on the "that's part of the cycle" end. I've got to say though, I'm starting to think he might have the stronger argument from a plot perspective.

I can actually see how a passion project could easily become something tedious and boring. The makers fought long and hard to get the film made, but their goal was simply to get Rand's novel on the screen, not to adapt it to film. In your example of professional, talented people willing to do something completely
