All us nuclear powers just sign non aggressive pacts with each other and hope for the best. There's no need to involve the UN in it. I just don't see the UN doing much to actually keep the world a more peaceful place. The world more or less keeps on spinning the way it has been, or would have.

I guess his point is that if Russia is stopping intervention in Syria that means the system that the UN relies upon doesn't work and must be changed. The genocide in Sudan happened because Russia and China protected them, among other reasons.
