Fat chance on the writer part — this is written by Kitsis/Horowitz, and as Kevin notes, their worst tendency as writers is to beat viewers over the head with thematic content (see also LOST's worst episode Fire + Water, and pretty much any episode of their own show Once Upon a Time that they write).

Yeah, I feel like Shonda created Quinn specifically to be enigmatic, knowing that seven episodes wouldn't be enough to do everything she wanted to do.
