Yes to this, there's never been an episode that hasn't gotten at least a few out-loud laughs from me. I think 30 Rock, being a comedy that lives or dies by the insane things that come out it's characters mouths, and the hit/miss ratio of said jokes, can't really be evaluated on a season-by-season basis.

Weird, it's almost like people forgot Cranston is an excellent comedic actor who spent seven seasons on a single-camera comedy show being really funny.

I think it's just a stupid, stereotypical racist joke with an attempt at a smart-sounding Mr.Burns/Simpsonsy twist on the end. But in this show's case that doesn't make sense, because most old racists are
also dumb, and probably don't know or care who built the railroads.
