The great thing about that album title is that, according to Our Band Could Be Your Life, one of them wanted the album to be called "Psychic… Powerless", while someone else (Gibby Haynes, probably) was lobbying for "Another Man's Sac". Thus, they just put the two together and ended up with a far cooler title that way.
