Thematically, I think encouraging the player to 100% the game reinforces the idea that Batman's work is truly "done." This being the supposed "final" installment, and the way the story is pointing (I'm at 98%, so I can't confirm), I think the narrative justifies it somewhat.

Texture! Flavor! Their size creates a satisfying mouth-feel! When they get stale they actually get crunchier, unlike the rest of the mix, which gets soft and mealy! Really, everything but the color is appealing. The color is off-putting.
