I figured the library had been shut down since they discovered an evil witch dragon under it last season.  Of course, that leaves the question of who used to be the librarian, but I'll just assume it was someone random and unimportant who instead went back to living with his/her family and doesn't feel like dealing…

I wouldn't say the movie doesn't make sense; it's still this crazy situation where a machine glitch tricks the US government into almost starting World War III.  Sure, there's some human involvement, but it's not like it totally changes the meaning of the movie.
