There is the argument I suppose that there might have been a landwar between the USSR and NATO members in Europe again if they didn't have a weapon of unspeakable destruction neither side had the morals to use.
Problem I had with that was assuming you're dealing with sane people in command of said weapon.

Agree, and almost certainly that's because she's almost as confused by what's happened as we are, especially with the Doctor's vagueness on why she's the companion he chose.
