I agree that the British Civil Surface is a giant mess of ineptitude.
The really ironic thing about British Rail is that it was a mess when it was state owned and a mess now. 
The thing's probably not salvageable and a disaster unless Isambard Kingdom Brunel comes back scraps the whole thing and starts over.

That's the nature of the British Civil Service. Apart from the BBC it seems run by ineffectual buffoons.
