Are you talking about in the show, or in the movie? Cause every time I've seen the show (including twice on Broadway), the audience was very much emotionally involved in the story.

I adore Urinetown, I think it's genius, but I am wracking my brain to see how it could ever be described as horror. If anything, it's the rare successful sci-fi musical, seeing how it depicts a dystopian future.

Sorry everyone, I didn't realize there was a full "Meek Shall Inherit" on the soundtrack. I've only listened to it a few times - I prefer the original cast recording.
