I often describe it as a spy movie more than a Bond movie.  If one is in the mood for the latter, the former might not be to one's taste.

I would agree that most Bond movies are merely enjoyable, but From Russia With Love is actually great.  If the protagonist didn't have the name James Bond, I hope it would still be in the top 5 rankings for spy movies.
