Etymologically speaking, a borough is just another word for a city. I can see why a New Yorker might come to believe that it's a word for a subdivision of a city, but that's only because New York is so goddamned huge that it is actually made up of what used to be several smaller cities.

I think you're overstating the case on IX. Of the main characters, I would say that only Quina and Amarant are entirely dispensable to the plot. The rest have perfectly valid reasons to be involved with the story, even if they aren't as directly plugged into the main action as Zidane and Garnet.
I almost cringe when newcomers play Final Fantasy VII, just because the presentation is amateur at worst and dated at best. The localization especially is abominable, and the regular character models just look silly. The fact that "kids these days" find it surprisingly good just goes to show its deeper qualities are…
I decided long ago that Final Fantasy IX was the last one I could truly call a classic. I don't even recognize these games. They're more or less a parody of the games I actually liked. The newer ones can be entertaining, but I never feel compelled to buy them.
Or a week. My friends camped out in my living room during spring break two years ago and played straight through it. It was somewhat disturbing, but that's how it goes.
