Well of course they did.  The Shield has been off the year for years now and while catching up on shows that are currently on the air might help current ratings its going to be negligible. 

Nielsen uses people meters which record an audio tone from the program and commercials.  Sure someone can be asleep and the TV continues to be on but these are fringe cases that they account for anyways.
