My understanding is that a lot of poor kids wore their older brothers' hand-me-downs which didn't always fit well, and it became a fashion statement when the 'street' look became popular. Seems more likely and plausible to me than some of the other theories.

Original Gangster is arguably the best gangster rap album ever. Certainly my favourite. This was before he dropped his politically conscious lyrical content. It's diverse yet internally consistent and very well produced. Certainly his high point musically.
