Just watched a few stretches of that video clip. Why would anyone want to subject themselves to that at length when they can catch Jerry Lewis being perfect in King of Comedy?

The only problem I have with Night of the Generals is that as well as a war drama, it also tries to be a mystery movie when the identity of the perpetrator is so obvious from early in the movie that you think it's got to be a red herring…but it isn't.

There's a Swedish movie along those lines called Kopps, only instead of clowns it's about yokel police. Other than that there is a surprising amount of overlap with your pitch. I only wish I could recommend it.
