Good points, especially re: Bajor.  However, I would think that any government, or whatever you want to call the federation, that allowed others to commit crimes against its military personnel with impunity invites more attacks upon its personnel and interests.

How the federation would not declare war after the events of this episode, I do not know.  It seems that trek writers make starship captains say "Any attack on this vessel will be considered an act of war" so often, that it has lost all meaning.
